December 4, 2025The Fiji Law Reform Commission (FLRC), in collaboration with the Judicial Department, has appointed a Civil Rules Review Committee to undertake a comprehensive review of Fiji’s civil procedure framework.
The Committee is chaired by the Honourable Justice Alipate Qetaki, Resident Justice of Appeal, and includes the Honourable Justice Senileba Levaci and the Honourable Acting Justice Mohammed Azhar as Members.
Justice Qetaki brings over four decades of experience in judicial service, public administration, and legislative drafting, including serving as Executive Chairperson of the FLRC and Fiji’s first Parliamentary Counsel. Justice Levaci contributes extensive experience in civil litigation, corporate law, and policy, with a background spanning the judiciary, private practice, and public sector. Acting Justice Azhar brings broad judicial experience across Fiji and Sri Lanka, alongside expertise in international trade law and private legal practice.
The Committee will review existing civil procedure rules to improve efficiency, accessibility, and the timely administration of justice. The review will include stakeholder consultations and draw on international best practices.
FLRC Director Ms Raijeli Tuivaga said the appointment marks an important step toward strengthening Fiji’s justice system:

The FLRC looks forward to the Committee’s work in advancing meaningful reform to Fiji’s civil justice system.
