The Commission undertakes work for any particular year or period following approval of its work programme by cabinet. Such approval is obtained for the Commission through the Attorney General. The Commission thus works closely with the Attorney General in the formation, and presentation of its work programmes to Cabinet.

i. any laws that the Attorney General wishes the Commission to review;
ii. any laws that the Commission wishes to review on its initiative; and
iii. any law that a Ministry or Department, other than the Attorney General and Ministry of Justice, wishes the Commission to review.
After approval is first given by Cabinet and the AG re work programme, the Attorney General issues a Term of Reference; and at the conclusion of a Review, the FLRC hands back to the Attorney General, the Final Report, Draft Bill & Draft Cabinet paper
