1. The Current Electoral System
a) Did you vote in any of the last three elections? If not, why not?
b) Did you have a clear understanding of the voting system?
c) If not, what did you find unclear about it? How would you improve it?
d) What do you like about the present electoral system? Why?
e) What do you dislike about the present electoral system? Why?
f) Can you remember the number of the person you voted for in the last elections?
g) Can you identify the name of the MP representing you in Parliament? If not, why not?
h) How does the present electoral system prevent you from knowing the name of your MP?
i) Should there be more voter and civics education available?
2. Counting of Votes
a) Do you know how your vote was counted at the last election?
b) Where would you like the votes to be counted on polling day: at local polling station, divisional or central stations?
c) Should there be special counting locations for outlaying areas such as Rotuma and Kadavu?
d) Should local NGOs have any role in the monitoring of voting and counting of votes? If yes, how?
3. Voter and Candidate Qualification
a) Should serving prisoners be allowed to vote? If not, why not?
b) Should in-patients of mental institutions be allowed to vote? If not, why not?
c) Should dual citizens be allowed to be a candidate? If yes, why?
d) Should serving prisoners be allowed to be a candidate? If yes, why?
e) Should candidates be drug tested? If yes, why and when?
4. Entry into Parliament
a) Should a candidate with 100 votes become an MP over a candidate with 1,000 votes?
b) Should independent candidates have a lower threshold than political party’s to get into Parliament?
c) Should the threshold be less than the 5% in the Constitution? If yes, how low should it be?
5. Women Representation
a) Should there be more women in Parliament? Why?
b) How can the number be increased?
c) Should there be reserved seats in Parliament for women? Why?
d) Should men be allowed to vote for seats that are reserved for women? If yes, why? If no, why not?
6. Ballot paper
a) Would you like to continue voting by candidate number only?
b) Should the candidates name and photo be on the ballot paper?
7. Size of Parliament
a) What would be the ideal size of the Fiji Parliament? 50, 60, or 70 MP’s? Why?
b) Should we have a Senate?
c) How should vacant seats in Parliament be filled? Through by-elections or from Party Lists?
8. The Electoral System

c) Should voting be mandatory?
d) Do you think the electoral provisions in the 2013 Constitution should be changed if necessary?
